If you are unable to pay for the phone call yourself, you can have the reciever pay for it by using something called 'Collect Call'. After a collect call the telephone operator will charge the phone call to the reciever. When you make a collect call the operator will first ask the reciever if they accept the call. Once the call is accepted you will be put through to the one you are trying to reach.
